Dr. Omayra Caraballo Pagán is the Associate Dean of Distance Learning Campus Ponce Inter American University of Puerto Rico (IAUPR). She received the degree of Doctor of Education in Instructional Technology and Distance Education of the Fischler School of Education and Human Services at Nova Southeastern University of Florida. Also holds a Master in Management Information Systems and a Masters in Human Resources, both of the Inter American University of Puerto Rico, San Germán Campus. She also holds the Certification of Design and Online Teaching from the IAUPR and Online Teaching Certification from the Ana G. Méndez University System. Recently, obtained a Certificate as an E-learning process expert, by granting a scholarship from the Fundación para la Actualización Tecnológica de Latinoamérica (FATLA) and is currently pursuing a Certificate in Digital Media from the same foundation.

Samuel Colón De La Rosa has a PhD in Psychology.  He is currently working as a Research Specialist at Bayamón Central University.  He also works as a Professor at University of Puerto Rico.  Some of the courses he teaches are online.  For his excellent academic achievements, he received two scholarships for graduate studies. He has presented at national and international conferences and published in academic journals. His research interests are: research methods (quantitative and qualitative), teaching strategies, online learning, adolescence, critical psychology, educational technology.

Lille I. Troche Flores, EdD, MPHE- Doctor of Education specialized in Curriculum and Instruction.  Master in Public Health Education and Master in Educational Administration and Supervision.  Is currently the Project Manager of a Tittle V PPOHA Project at Bayamón Central University. Doctor Troche has been professor in various universities as Metropolitan University, University of the Sacred Heart and the Graduate School of Public Health of the University of Puerto Rico, Medical Sciences Campus.  She has managed the Office of Curriculum and Assessment of the Graduate School of Public Health, the School Health Program and special projects for the Deputy Secretary of the Puerto Rico Department of Education.  Dr. Troche has performed research and publications in the public health field and the integration of technology in instruction.  She has also been designer and consultant of new academic offerings in many educational institutions.

Techniques for Student Engagement for Contact Hour Equivalence: Online Courses that are Flexplace, not Flextime.

Dr. Sturges, an associate professor at the University of Texas-Pan American, teaches and consults in strategic planning and organizational development based on Continuous Quality Improvement (CQI) concepts and practices. He holds a Ph.D. from the University of North Texas, an MBA from East Texas State University, and BBA from Abilene Christian University of Dallas.  Prior to entering academics, Dr. Sturges spent 13 years in professional practice of advertising and public relations. His combination of professional experience and teaching CQI at the doctoral level and advising educational institutions on application of the concepts create the knowledge base that led to his being named to head the CQI task force for UTPA. His recent publications focus on educational reform and innovative education applications in higher education. The publication on educational reform proposed modification of higher education mindsets from traditional limitations to job responsibility to views of contribution to organizational (university) success as necessary in the changing world of public oversight and desires for accountability. The publications on innovation focus on incorporation of diverse course delivery techniques to make education more accessible, effective, and efficient for traditional and non-traditional students.
