Description of the project: The Consortium of Metropolitan Libraries, better known by its acronym COBIMET, received a grant of $219,000 from the Institute of Museum and Library Services (IMLS) to develop an open online asynchronous certification in digital competencies for librarians and other information professionals based on the DIGCOMP European Digital Competence Framework. The framework covers the skills necessary to be competent in digital environments: the knowledge, skills, and attitudes that must be possessed to use digital media effectively. Through five Moodle LMS-designed Spanish and English modules, the certification addresses skills such as information and information literacy, communication and collaboration, digital content creation, and troubleshooting. The program and its Creative Commons License allow participants to use content in individual digital competencies programs in their institutions.
Quantitative and qualitative assessment data from 106 participants has been gathered from the 3 certification program sessions administered. Regarding course design and clarity, diversity and value of content, and technical support availability, the participants rated the certification with an 85% satisfaction level. Most participants described their experience in the Certification as positive and enriching. Words such as “excellent,” “satisfactory,” and “useful” were common. Many highlighted that the course allowed them to acquire new skills and knowledge in specific topics, especially digital and social skills.

Carlos Crespo holds a master’s degree in library science and information systems from the University of Puerto Rico, Rio Piedras Campus, which he received with honors in 2003 and the ASEGRBCI medal for excellence. He completed undergraduate studies in Political Science at the Mayagüez Campus of the University of Puerto Rico. His studies were conducted in 1996 with cum laude honors.
Since 2008, he has worked at COBIMET as a Virtual Services Coordinator and Executive Director. Among his responsibilities is maintaining and marketing a virtual library for around 17,000 students, faculty, and administrators from 16 higher education institutions. In addition, he oversees the negotiation process with database providers of magazines, books, and other information resources. As Executive Director for the last five years, his responsibilities included supervising all areas of the organization and making decisions that would benefit and strengthen it.

Dr. María López has worked as an education professional for 22 years, giving her extensive insight into the educational field from various perspectives. She holds a bachelor’s degree in Secondary Education, a master’s degree in Curriculum and Instruction, and a doctorate in Instructional Technology and Distance Education. Her professional experience includes working as a high school teacher and a university professor. She has also facilitated workshops for teachers and parents and developed curricular and instructional materials.
Dr. López coordinated a training program, creating professional development initiatives for library staff and other education professionals. Additionally, she served as an instructional design team leader at a university in Puerto Rico. Currently, she heads the Curriculum Department at a private university in the country.
In recent years, her focus has been on instructional design, developing face-to-face and online courses, creating academic programs, and organizing professional development training sessions.
