Representatives from 8 Institutions Meet in PR towards Inter-institutional Collaboration Recently, eight HETS member institutions from across the United States and Puerto Rico, met at the Inter American University of PR, Central Office, during the first meeting towards inter-institutional collaboration to develop an online program in Cross Cultural Health Care.
Deans, professors and head of departments from nursing and health related sciences from California State University-Dominguez Hills, California State University at Bakersfield, University of Texas Pan-American, University of Texas at Brownsville, Herbert H. Lehman College (NY), Queensborough Community College (NY), and Eugenio M. de Hostos (NY), and Inter American University of PR, joined to discuss and develop strategies for the development of the Cross Cultural Healthcare online program.
The Cross-Cultural Health Care program has been designed with a focus on developing cultural awareness, sensitivity and competence in nursing professionals to improve the care of Hispanic clients. University of Texas at Brownsville, U.S. Leading Institution in the HETS e-Mentoring Program Hispanic students at the University of Texas at Brownsville are receiving new help in earning their college degrees and an invaluable head start on their future careers, thanks to the university’s leadership role in an innovative e-Mentoring partnership.
The University of Texas at Brownsville (UTB) is a founding member of the Hispanic Educational Telecommunications System (HETS), the first U.S. bilingual online distance learning consortium dedicated to serving the higher education needs of the country’s youngest and largest ethnic population.
UTB is a leader in the development of the acclaimed HETS e-Mentoring Program, which provides participating students, free online support from top professors and leading Hispanic professionals in fields matched to each student’s career goals.
Approximately 50 UTB students have participated since 2002 in a program that provides them “anytime” Internet access to trained mentors. UTB professors representing an array of academic disciplines have integrated the popular program within their courses at a university with a predominantly Hispanic student enrollment.

CSU Dominguez Hills and Fullerton Sign Engineering Partnership CARSON, Calif. – Two CSU campuses signed an agreement last week that will establish a landmark partnership in which students can obtain a bachelor of science in physics from California State University, Dominguez Hills (CSUDH) with an option in electrical engineering by attending engineering classes at CSU Fullerton.
The agreement for the pilot program was recently signed by Selase Williams, dean, College of Arts and Sciences, and Kenneth Ganezer, professor of physics, and Raman Unnikrishnan, dean of CSU Fullerton’s College of Engineering and Computer Science, and Mostafa Shiva, CSUF professor of electrical engineering.
“The program is a perfect partnership and represents the type of collaboration that CSU Chancellor Charles Reed wants,” Williams said.
“In this time of a severe budget crisis, it’s appropriate that the two campuses work together, and that this program is finalized during National Engineering Week and a time when we have two robotic devices on Mars,” said Ganezer.

Professors from various disciplines have been involved in this project, integrating the Program to their course as a supportive tool to enrich the students’ academic experience.

HETS/LAAP Professor Recognized by the Instructional Design Council Miami Dade College’s Professor Mildred (Millie) Roqueta has received the 2004 Outstanding Online Course Award from the Instructional Technology Council for her online course “Psychology of Personal Effectiveness”. HETS will provide more than $80K to Inter-Institutional Projects Last December, the Hispanic Educational Telecommunications System (HETS) selected four out of six proposals, that were reviewed in the last round of competition, as part of the Online Learning Collaboration Initiatives that the Consortium is funding for its member institutions.
HETS and its’ Evaluation Committee, constituted by renowned leaders and experts from different organizations and institutions of higher education, determined that the following proposed projects will be granted altogether more than eighty thousand dollars in LAAP funds as seed money for the program’s development phase. The new online offerings will be in Bilingual Journalism, Cross-Cultural Health Care, and Security Management, in addition to a student support service called Hispanic Online Learning Access. Most of the proposed online offerings will be bilingual, and vary from continuing education certificates and programs to associate and bachelor degrees.

HETS Board of Directors Welcomes New Member Burlingtown County College is the institution that recently joined the Hispanic Educational Telecommunications System (HETS). This institution requested membership during the Consortium’s Board of Directors meeting, which took place at the Main Offices of the Inter American University of Puerto Rico (IAUPR) and at the Polytechnic University of Puerto Rico (PUPR) this past January 15 and 16.
With the addition of this college, HETS member institutions total 19. The presidents of the institutions, or their appointed representatives, make up the HETS Board of Directors, which is currently chaired by IAUPR President Manuel J. Fernós, Esq., institution that also hosts HETS main office. Board meetings deal with the strategies regarding distance education that will be implemented each year in coordination with the affiliated institutions. This time around, when 17 of the 19 affiliated institutions were in attendance, most of the sessions targeted the topic of inter-institutional collaboration initiatives.

HETS Shares With Its Member Institutions $30K of Its FIPSE LAAP Grant The Hispanic Educational Telecommunications System (HETS) recently granted around $30,000 of its Learning Anytime Anywhere Partnerships (LAAP) grant, from FIPSE, among several member institutions that competed for a planning grant to develop online learning collaboration initiatives. HETS, a consortium of 18 colleges and universities dedicated to expanding Hispanics’ opportunities for higher education through distance learning, started facilitating this inter-institutional collaboration initiative during a workshop offered on last June’s board meeting in New York. Six groups, including almost 50 academic leaders, distance education administrators, and faculty from 13 member institutions in California, Florida, New York, Puerto Rico, and Texas are now working jointly in these inter-institutional initiatives.
HETS selected the six inter-institutional groups, out of nine original proponents who submitted planning proposals or letters of intent to develop online programs or services in several areas of need for Hispanic college students. Online Mentoring Program for Students Brings Together Academia and Industry Last September 7th, the Hispanic Educational Telecommunications System (HETS) presented in San Juan, its Online Mentoring Program to a group of industry and professional organizations’ representatives in order to establish collaboration partnerships to benefit university students.
Companies and organizations that attended the event and showed interest in participating in the Mentors Program include Hamilton Sundstrand, Verizon, Triple SSS, Destilería Serralles, Tech Heads de PR, Colegio de Ingenieros y Agrimensores and the Puerto Rico Chapter of the Hispanic Nursing Association. Since last year, the Mentoring Program receives the support of professionals who work for the IBM Corporation and Banco Popular de Puerto Rico, who have volunteered their time and contributed to this collaborative initiative between the academia and the industry. Similar outreach efforts are being directed toward industries and organizations in the United States to recruit mentors at the national level.

Workshop on Forging Online Learning Collaboration Initiatives The HETS_LAAP workshop on online learning collaboration initiatives brought together key leaders of HETS member institutions to examine the Great Plains Interactive Distance Education Alliance (GPIDEA) model for inter-institutional collaboration, and create an action plan to develop online programs and student support services. The workshop took place during June 17th and 18th, 2003 concurrently with the HETS Board Meeting, at Lehman College (CUNY). A total of 29 academic and distance education leaders, from 15 HETS member institutions, attended the workshop.
In the morning of June 17th, various research findings were presented to HETS Board Members and key leaders from member institutions to support the launching of the Online Learning Collaboration Initiatives project.
